SUNDARBAN DEVELOPMENT BOARD

 

The SDB was formed by Calcutta Gazette Notification, Wednesday 7th March 1973. Resolution No. 80/2c-6/73 1st March 1973.'Sundarban regions covers police-stations of Kakdwip, Namkhana, Sagar, Pathar Pratima, Mathurapur, Joynagar, Kultali, Canning, Basanti, Gosaba, Haroa, MInakhan, Sandeshkhali, Hasnabad and Hingalganj of the district of 24 Paraganas.

 

The Board Structure :

Minister-in-Charge, Sundarbans Area Branch Development

Vice-Chairman of West Bengal State Planning State Planning Board - Member (ex officio)

Three MLAs of Sundarbans area to be nominated by State Government - Member

District Magistrate, 24 Paraganas - Member

Development and Planning Commissioner - Member

Commissioner Presidency Division - Member

A suitable Government Officer appointed as full time Member - Secretary

   

Functions

 

Formulate integrated programme for effective utilization of resources placed at its disposal from various sources

Coordinate execution of plans for the development of the region

Supervise the execution of any project for the development of the region as a whole or part of it

Review and evaluate the progress of implementation and make adjustments in policies and measures as the review may indicate

 
   

Powers

 

Utilize funds as instructed by the State Government and placed at its disposal or other agencies for the purpose for which the SDB was formed

With State Government approval create posts and pay scales on the terms and conditions considered necessary for the proper performance of the Board

Demand security from employees in cases and amounts the Board see fit

Exercise disciplinary control over staff

Determine who shall sign bills receipts etc

With   Chairman   approval  delegate  to  its  officers  or  subordinates  financial authorities and administrative powers and duties

Enter into negotiations and contracts

Grant advances for purchase  of conveyance and  to  sanction  conveyance allowances to employees

Sanction travel allowances in respect of non-officials participating in meetings

Receive appropriate text, budgetary material, maps , plans, permits and other data of Govt. agencies, authorities whose activities effect economic, social, civic and physical development of the State in order for a coordinated plan to be prepared

Receive funds from Govt. and with State Govt. approval from other sources domestic and international, public and private, disburse such funds and enter into contract for purposes consistent with the objective above

Receive  revise  and  amend  plan  of other public  agencies  authorities  and organizations so that an integrated effect and an efficient utilization of resource may be achieved

Constitute as many committees consisting wholly or partially of members for such purpose the Board may think.

Do such things as such things as necessary and proper in order to achieve its objectives and exercise such other powers as the Govt may prescribe
