Ongoing
Civil Works Schemes
To keep pace
with the increasing demand for building up
infrastructure facilities and also with the expectations
of the inhabitants of the area for better standard of
living, the lion’s share of the plan outlay of the
department is earmarked for implementation of civil
works schemes. The growing economic activities of the
areas especially in agriculture and allied sectors also
demand for diversified projects and schemes under civil
works programme of the Board. From experience it has
been assessed that extra works programme over and above
the plan outlay is required to achieve the financial
target approved in the budget. In addition to these, the
Board can avail only six months active working season
for implementation of civil work schemes in this region,
and as such most of the schemes cannot be completed
within one financial year. These compulsions and
conditions accumulate considerable liability on the
department.
However efforts are made to
complete the on-going spillover schemes of the Board as
far as practicable and to settle the claims of arrear
liabilities from the plan fund. Total
arrear liability for on-going civil works schemes
sanctioned up to 31-03-2005 will be around Rs.
1,21,49,425=00 only. |

Total
liability for the ongoing civil works schemes sanctioned
by the SA Department during 2005-06 has stood at Rs.
9,84,21,436=00 only. The major set back in achieving the
physical and financial targets during 2005-06 was the
imposition of Model Code of Assembly Election.
Hence the total arrear
liability for on going civil works schemes under Core
Plan head of the Sundarban Affairs Department stands as
follows: |

A statement showing the
arrear liability against the civil works schemes is
given in ANNEXURE-‘A’ & ‘B’. The
department will take all out effort to complete the
on-going schemes and also to settle the arrear
liabilities as far as possible within this financial
year. Rs. 1000
lakh has been proposed to meet the arrear liabilities
towards civil works schemes in the current year’s Budget
Provision. |
